I'd say you are way off, them puppies are at least 3D.
I'd say she's thinking either, "Bitch!" or "I wish I'd let that much cleavage show." Or both. :-)
These days she'd be thinking "I wonder how much those cost?"
On first glance, she's scowling, but after further consideration, I think she's thinking, "mmm." Do you see it?
